Buying a home near Joint Base San Antonio

Lackland, Randolph and Fort Sam Houston are one base on paper and three very different commutes in real life. Here's how BAH, PCS timing, VA rules and Texas property tax fit together before you pick a neighborhood.

For most JBSA families, a VA loan is the place to start: no down payment with full entitlement, no monthly mortgage insurance, and a one-time funding fee of 2.15% on first use that's waived entirely with a service-connected disability rating. In 2026 every JBSA installation shares one BAH rate, $1,869 a month for an E-5 with dependents. What usually decides whether a payment fits is property tax, which runs high across Bexar County and higher still in newer subdivisions.

Drive it at rush hour before you commit. Loop 1604, I-35 and I-10 decide real commute times far more than the map does, and a Lackland assignment with a Cibolo address is a long day.

2026 BAH in San Antonio

Every JBSA installation, Camp Bullis included, falls in the same San Antonio military housing area, so your BAH doesn't change with the gate you report to. The 2026 rates came in about 3% below 2025.

BAH counts as income when you qualify for a mortgage, and because it isn't taxed, it goes further than the same amount of taxable pay. Matching your payment to BAH is a good instinct. Just start from the full payment, not the price: in San Antonio, property tax and insurance are a large share of it.

Buying before you arrive

  1. When orders drop, get preapproved. Your orders and your LES document the income, including BAH at the new station. Your Certificate of Eligibility comes from VA, and I can request it for you.
  2. Shop remotely or on a house-hunting trip. Virtual showings work, but drive the commute from any neighborhood you're serious about.
  3. Contract and VA appraisal. The appraiser confirms the value and checks the home against VA's minimum property requirements.
  4. Close around your report date. If you can't be at the table, a specific power of attorney can let your spouse sign. VA has its own rules for powers of attorney, so set one up before you leave your current station.
  5. Move in. VA requires you to intend to live in the home, generally within 60 days of closing. If you're deployed, your spouse living there can satisfy that.

Separating or retiring within the next year? Expect to show what your income will be afterward, such as a civilian job offer or your retirement pay, because the loan has to fit after the uniform comes off.

What decides a San Antonio payment

  • Property tax. Bexar County rates are high, and new construction is often first billed on the lot alone, so the escrow set at closing can understate the real number. I quote new builds on the finished value.
  • MUD and PID districts. Common in the growth corridors near Lackland and Randolph, including Alamo Ranch, Cibolo and Schertz. They add their own tax rate, disclosed in the contract.
  • Homestead exemption. $140,000 off the school-district taxable value for 2026, plus $60,000 more at 65 or with a disability. You file with the appraisal district after closing.
  • Disability rating. A 100% service-connected rating exempts your homestead from property tax entirely, and lower ratings get a smaller exemption. The same rating waives the VA funding fee.
  • Texas Vet. The Veterans Land Board's home loan program posts its own rates, with a discount for veterans rated 30% or higher. It's worth pricing against straight VA.
  • New-construction incentives. VA caps seller concessions at 4% of the home's value, not counting normal closing costs, so check how a builder package is structured before you count on it.

Common questions

Can I buy a house in San Antonio before I report to JBSA?

Yes. With your orders and LES you can be preapproved and close before you arrive. You generally need to move in within about 60 days of closing, and your spouse moving in first can satisfy that if you're deployed.

Is BAH different at Lackland, Randolph and Fort Sam Houston?

No. Every JBSA installation, including Camp Bullis, uses the San Antonio military housing area rate. In 2026 that's $1,869 a month for an E-5 with dependents and $1,500 without.

Do I have to pay the VA funding fee?

On a first-use purchase with less than 5% down, it's 2.15% of the loan, or 3.3% on later use. Putting 5% down lowers it to 1.5%, and 10% down to 1.25%. It's waived if you receive VA compensation for a service-connected disability, for active-duty Purple Heart recipients, and for eligible surviving spouses. It can be financed into the loan.

How does a disability rating change my Texas property tax?

A 100% service-connected rating exempts your homestead from property tax entirely under Texas Tax Code §11.131. Lower ratings receive a smaller, fixed exemption under §11.22. Both are filed with the county appraisal district.

What happens to the house when I PCS out of San Antonio?

VA requires you to live in the home when you buy, not forever. You can keep it as a rental when you leave, and depending on your remaining entitlement, you may be able to use VA again at your next station.
